Short answer, checked on 24 October 2026: four dates change opening in November 2026. Sunday 1 Nov (All Saints, a Sunday everywhere), Monday 9 Nov (a local holiday in Madrid city only), Wednesday 11 Nov (Armistice: a public holiday in France and Belgium) and Sunday 22 Nov (Totensonntag in Germany). Portugal has no national holiday between 2 Nov and 30 Nov in the list we checked. We give no opening hours: they differ by shop, so "usually" means check locally. Germany also has two more quiet-day Sundays, 15 Nov (Volkstrauertag) and 22 Nov (Totensonntag), and Wednesday 18 Nov (Buß- und Bettag) is a public holiday in Saxony only. The rules for these days differ by Land: check your Land's Feiertagsgesetz.

Apart from 1 May, whether a private business closes on a public holiday is decided by collective agreement or by the employer (service-public.gouv.fr), so not every shop is closed. Volkstrauertag is the second Sunday before the first Advent Sunday: 15 Nov 2026. It is not a public holiday but a protected "quiet day" in state law. Bayern lists it among its "stille Tage" (Art. 3 FTG): public entertainment events are allowed only if their serious character is kept, protection runs from 02:00 to 24:00, sports are allowed. Sachsen bans public dance events and other public entertainment that clash with the serious character of the day from 03:00 to 24:00, and public sports events until 11:00 (§ 6 SächsSFG). NRW also counts it among its "stille Feiertage" (Bezirksregierung Detmold). It is a Sunday, so shops are closed anyway (NRW portal: shops closed on Sundays, limited exceptions). Clubs and bars may change their programme in Länder with these limits: ask the venue.

Wednesday 18 Nov 2026 is Buß- und Bettag. It is a statutory public holiday in Sachsen (§ 1 SächsSFG), and the same law bans public dance events and entertainment that clash with its serious character from 03:00 to 24:00, and public sports events until 11:00 (§ 6). In Bayern it is only a "stille Tag" (Art. 3 FTG), not a holiday, and sports events are not allowed either. We did not check other Länder and found no official statement on school closure or shop opening: ask your school, and check locally for shops.

Quiet-day rules differ by Land
Quiet-day rules (dancing, public entertainment, sport) are set by each Land, not nationally, and they differ. We verified only Bayern (gesetze-bayern.de), Sachsen (revosax.sachsen.de) and NRW (Bezirksregierung Detmold, which lists Volkstrauertag and Totensonntag as "stille Feiertage").
